"Weapons of Mass Destruction: The Evolving Threat in the 21st Century"

Since its inception in 1983, the aim of the PAWSS program has been to enhance faculty and student awareness of critical peace and security issues, and to facilitate the examination of these issues in the college classroom. To further these goals, PAWSS has conducted an annual Summer Faculty Institute on World Security Affairs since 1984.

The objective of the Summer Faculty Institute is to provide a selected group of college and university faculty -- predominately teachers in the field of international relations, political science, and peace and conflict studies--with an opportunity to explore current problems in the field without the distractions of daily teaching obligations. We also use these events to develop new syllabi and curriculum materials in the peace and security field.

The 2003 Summer Faculty Institute addressed the topic of "Weapons of Mass Destruction: The Evolving Threat in the 21st Century." Expert speakers addressed how important new circumstances and technologies bear upon the threat posed by weapons of mass destruction (chemical, biological, and nuclear weapons) in this new era. To better understand this critical topic, participants addressed the problem of the proliferation of these deadly weapons, the changed international circumstances in which they are being developed, as well as promising strategies to curb their development and use.

The Summer Faculty Institute addressed specific issues such as: How has the WMD picture changed since the end of the Cold War? How has it remained similar to the past? What will be the impact of the new nuclear powers in Asia? Are technological developments making it possible to target biological weapons against specific populations? Is the "War on Terrorism" eroding existing norms against the use of WMD? What policy paths promise to reduce the role of WMD in international and domestic politics?

Past Summer Faculty Institutes

From 1985 to 1991, the Institute focused on U.S.-Soviet Relations in the belief that this topic was central to any consideration of current world security affairs; since 1992, the Institute has examined a broader range of contemporary peace and security issues. In 1997, the Institute theme was "Dilemmas of Hegemony: U.S. Paramountcy and its Domestic and Foreign Critics," in 1998 the theme was "Resources, Equity and Sustainability," in 1999, the theme was "Violent Conflict in the 21st Century: Causes, Dynamics, and Prevention," in 2000 the theme was "Conflict, Sovereignty, and Intervention: What Role for the International Community?," in 2001, the theme was "Resource Conflict and International Security," and in 2002, the theme was "American Hegemony in International Perspective."
